Qualified Data Element - A data element whose precise meaning is conveyed by an associated qualifier.

Qualifier - A data element whose value shall be expressed as a code that gives specific meaning to the function of another data element or a segment. [ISO 9735].   A Qualifier and the Qualified Data Element are also referred to as a Name-Value Pair, a term that comes from how HTML forms work.  The Qualifier identifies the "name" and the Qualified Data Element contains the "value".
